Vauban, Freiburg, Germany, 1992 to 2014. Households without cars each paid about 3,600 euros for land held for a third garage, still open ground in 2026.

The cards

Vauban in ten cards.

Read the bold lines alone for the short version.

The four acts

Read, design, price, build and tend.

The four phases from our approach, applied to Vauban: what happened in each, what worked and what did not.

Act 1: Read

A German army barracks built 1936 to 1938 and used by the French army from 1945. French forces left in August 1992. The city took about 34 of 38 hectares, three kilometers from the old town, and bought them for 40 million marks (20.45 million euros) to relieve a housing market that was already tight. The soil and groundwater were contaminated.

WorkedThe city read the site as infill, not greenfield: reuse of developed land close to the center, with bus service already on the road outside and a tram link planned. It kept the barracks' trees as the frame of the plan.
Did notCleanup was a real cost: 10.1 million euros for soil and groundwater, of which the federal government repaid 6.8 million. The garage sited at the town line drew a 1998 lawsuit from neighboring Merzhausen over traffic.

Act 2: Design

Buildings: about 1,925 homes, mostly four stories, on plots from 162 to about 5,400 square meters, about 70 percent sold to private builders; every building at or below 65 kWh per square meter per year, over 30 passive houses, and a plus-energy solar settlement. Green Infrastructure: a wood-chip heat and power plant, rain swales instead of a storm sewer, green roofs, a tram. Regenerative Placemaking: traffic-calmed side streets with no parking, a central square, a self-run district center in a former barracks. The move that matters most: on the side streets, parking is not allowed at the home; car owners buy a space in an edge garage.

WorkedParking sold apart from the home at its cost (about 18,000 euros a space, about 17,500 in 2006), plus a 3,600 euro land reserve for households without cars, made the cost of a car visible. Car ownership ran under half the city rate in every count found.
Did notThe parking rule covers about 750 households on the side streets; the district had about 2,470 households in 2013, and other plots may have underground parking. Residents asked for a fully car-free district and the city declined. Compliance rests mostly on an annual declaration and, by one 2010 study, social consensus. By 2018 both garages were nearly full (Badische Zeitung), and a resident site says in 2026 that car ownership has risen again.

Act 3: Price

Run as a statutory development measure, the city's first, financed outside the city budget through a trustee (LEG, later LBBW Kommunalentwicklung). Final accounts, December 2014: income 101.18 million euros, costs 102.22 million euros, shortfall 1.04 million euros covered by the city. Income came mostly from plot sales, plus a state grant of 2.56 million euros matched by the city. Costs included the school and gym (9.98 million), daycare (6.94 million) and the tram share (3.65 million of 18.7 million).

WorkedPublic land bought once and sold in small plots paid for nearly all streets, a school, daycare and the tram share. Selling small plots to building groups kept many owners in the project.
Did notThe deficit was small but real. Private building costs, the Solarsiedlung and the rest of the tram budget sit outside these accounts. Building groups needed buyer capital, which narrowed who could take part.

Act 4: Build and tend

Forum Vauban, founded 1994, ran resident participation beyond the legal minimum until the plan took force in 1997; the Stadtteilverein Vauban carries it since 2005. Built in three phases from 1998; the tram opened April 2006; the development statute was lifted in 2009 and the accounts settled in 2014.

WorkedHouseholds without cars renew a declaration every year. The land held for a third garage was still open ground in 2026, used for play and picnics (resident site vauban-im-bild.de); in its final report the city judged the garage not needed. The third daycare center was built as temporary, to be reused as demand falls.
Did notThe wood-chip heat plant, a founding feature, was converted to natural gas or biogas. The share of residents under 18 fell from about 29 to 24 percent by 2014. No post-2014 official car count was found.

The story

They bought land for a garage. It's a park.

On the west side of Vauban, a district of Freiburg in southwest Germany, there is a patch of open ground with a willow structure where, by a resident site updated in October 2026, children play and families picnic. It was bought to hold a parking garage. The households that paid for it do not own cars, and the city, in its final report on the project, which closed in 2014, judged the garage not needed. Until it is, the land is public open space.

The place before. Vauban was an army barracks, built for the German army in 1936 to 1938 and run by the French army from 1945. When French forces left in August 1992, Freiburg's housing market was already tight. The city bought about 34 of the 38 hectares from the federal government for 40 million marks, about 20 million euros, and set a target of 2,000 homes for 5,000 people, three kilometers from the old town, by the city's final report.

What they built. About 1,925 homes, sold in small plots, about 70 percent to private builders. Every building had to stay at or below 65 kWh per square meter per year; residents built over 30 passive houses on top of that. Rain soaks into swales instead of a storm sewer. A tram opened in 2006. The move that mattered was parking. On the traffic-calmed side streets, plots may not have parking spaces and cars may enter only to load and unload. A household with a car buys a space in one of two garages at the edge, about 18,000 euros by the city's figure (17,500 in 2006, by one report). A household without a car pays about 3,600 euros toward land held for future parking, and renews a car-free declaration every year. Vauban is, in the city's words, car-reduced, not car-free.

What it cost. Freiburg ran Vauban as a statutory development measure, outside the city budget, with a state development company as trustee. Plot sales, a 2.6 million euro state grant and a city match paid for the streets, the school, three daycare centers and a share of the tram. When the books closed in December 2014, costs beat income by about one million euros, which the city covered.

The result. In January 2014 the city counted 184 cars per 1,000 Vauban residents against 392 citywide. Other counts from 2006 to 2011 range from 150 to 220 per 1,000, and every one with a comparison is under half the city's rate. A 2010 peer-reviewed comparison with Rieselfeld, a similar Freiburg district built with one parking space per home, found Vauban households owned fewer cars and drove less, and credited the difference in part to parking policy. The side streets are left for neighbors and for children's play.

What didn't work. The parking rule covers about 750 households on the side streets; the district had about 2,470 households in 2013, and other plots may have underground parking. By one 2010 study, it runs largely on social consensus (Melia and colleagues, as cited on Wikipedia). By 2018 both garages were nearly full, a local paper reported, and the resident site says car numbers have crept up again, so the green space holds only while car numbers stay low. The wood-chip heat plant was later converted to natural gas or biogas. The larger miss was affordability. The plan aimed for at least 25 percent state-supported rentals. A 2017 Lund University thesis found none left, after federal housing aid was cut and ten-year rent limits expired. It cites a local paper ranking Vauban's rents the highest in Freiburg in 2016.

The pattern. People-Centric: streets for people first, vehicles second. Vauban got there with a price rather than a ban. When parking is sold apart from the home, at its own cost and a short walk away, each household sees what a car costs, and many choose to live without one. The street that is left goes to people. The same district shows the limit: the price lever kept working, while the affordable rentals depended on federal aid that did not last.
