The Case in Brief

The innovation district Salem could build

This is a proposal for how Salem can turn nearby strengths into a focused innovation district. The city sits in an unusually strategic position: close to Oregon's semiconductor and advanced manufacturing cluster, connected to Oregon State University and the mid-valley research economy, surrounded by one of the country's most productive agricultural regions, and anchored by industrial buildings that could be adapted for new uses. Salem also has emerging assets in robotics, food systems, public institutions, and workforce development.

What Salem has not yet had is a clear physical and economic framework that brings these pieces together. This proposal outlines one: a mixed-use innovation district that reuses industrial land and buildings, creates space for companies and applied research, supports housing and workforce pathways, and gives Salem a visible role in Oregon's next generation economy.

In brief, this is a plan for why an innovation district fits Salem, what it could become, how comparable districts are organized elsewhere, where the first phase could begin, and what it could mean for the city, the region, and the communities that should benefit from its growth.

Salem sits in a living innovation corridor

Edgewater gives a real and growing innovation corridor a front door in the heart of the Willamette Valley. Oregon's Silicon Forest is one of the country's deepest technology ecosystems, more than 6,000 high-tech businesses and 81,000 jobs, running from Intel and the semiconductor cluster around Portland through instrumentation, software, and research talent up and down the Willamette. Salem sits squarely on that corridor, already home to a world-first advanced-manufacturing plant, and the district gives the valley a place to gather.

A world-first anchor, in Salem

Agility Robotics' RoboFab in Salem is described as the world's first purpose-built humanoid-robot factory, around 70,000 SF, designed to scale beyond 10,000 robots a year and 500-plus jobs. The company, an Oregon State spinout, closed a $400M round in March 2025.

Two federal Tech Hubs

Oregon State leads two federally designated Tech Hubs, in semiconductors and in mass timber, among the few universities in the country to hold two. The research engine for an applied district sits 35 miles south.

A clean-construction economy

Oregon's mass-timber sector, the OSU and University of Oregon TallWood Design Institute, and the Port of Portland's timber manufacturing campus show a region turning industrial waterfronts into clean-construction innovation. Edgewater joins that map.

The Mix

A synergistic ecosystem across five fields

The world's districts each chose one industry to own. Salem holds something rarer: a cluster of applied fields that already share talent, tools, and the same valley, and that grow stronger side by side. Now City convenes five reinforcing domains, each grounded in an asset Salem already holds, with AI, robotics, sensing, and fabrication as the connective tissue and the neighborhood itself as the place they meet.

Wellness & longevity

Salem Health anchors a regional care economy, and an aging Oregon makes healthy aging, medical devices, and bio-health real and growing markets. This field draws on the valley's food for nutrition, on robotics for care, and on healthy buildings for the places people live well longer.

Mobility

Salem's river crossings and its place on the I-5 corridor make movement a daily design problem worth solving in public. Our District Mobility work, paired with Oregon's robotics talent, turns the neighborhood into a testbed for how people and goods move between a city and its farms.

Built environment

Oregon's mass-timber Tech Hub and the OSU and University of Oregon TallWood Design Institute put clean construction on Salem's doorstep, and the bow-truss campus is the first proof. It links to the valley for bio-based materials and to wellness for buildings that keep people healthy.

AI & robotics

Agility Robotics' RoboFab, the world's first humanoid-robot factory, and Oregon State's robotics lineage make this the connective layer. The same tools that build robots can read a field, guide a harvest, assist a nurse, and run a building, so this field multiplies every other one.

Ag & food tech

One of the most diverse farm valleys on earth sits minutes away, with OSU precision-ag research and the Food Innovation Center model behind it. It feeds wellness with nutrition, draws on robotics for the field, and carries the district's gains out to the rural communities who farm.

Why together compounds

An ag robot and a care robot can share an engineering team. A healthy building and a mass-timber lab can share a supply chain. Co-locating these fields in shared buildings and one testbed neighborhood is what turns five strong sectors into one compounding ecosystem.

What Salem Can Own

Ag-tech, and the valley around us

Within that ecosystem, ag-tech is the field Salem is most ready to lead, and it sits in one of the most agriculturally diverse regions on earth. The Willamette Valley grows more than 220 commodities; Oregon is the world's grass-seed capital and grows 99% of America's hazelnuts; nursery and greenhouse stock alone is a $1.2 billion industry. The opportunity is a hub that bridges urban innovation and the rural valley, so the technology, the processing, and the markets get built close to the people who farm.

An ag-tech testbed

Oregon State already runs precision-ag field trials on the valley's signature crops, including an AI plant-by-plant weed-control study in grass seed with the Swiss firm Ecorobotix, and has built orchard robotics for years. Oregon's ag-tech strength is research-rich and startup-light, which is exactly the gap a district can fill: a place to develop, prototype, and demonstrate precision ag, controlled-environment growing, and ag robotics, with real fields minutes away.

From farm to market

The OSU and Oregon Department of Agriculture Food Innovation Center in Portland shows the model: shared product development, pilot processing, food safety, and market access that carry a grower's crop to a shelf. A West Salem hub can bring that closer to the farms, with shared commercial kitchens, value-added and co-packing space, and aggregation, fundable through Oregon's Resilient Food Systems Infrastructure grant.

Bridging urban and rural

The mid-Willamette Valley is home to one of the largest agricultural workforces in the country, more than 40,000 farmworkers, and to deep-rooted organizations like PCUN in Woodburn. A district that connects urban innovation to rural producers and to that workforce can widen the opportunity it creates rather than concentrate it.

Partners already next door

Chemeketa's Northwest Wine Studies Center, with an eight-acre teaching vineyard and a working estate winery, sits in West Salem itself. OSU Extension reaches every Oregon county, SEDCOR organizes the region's food and beverage economy, and the Oregon State Fair makes Salem the state's agricultural showcase. The pieces of a food and ag hub are already in the neighborhood.

The Model

Newlab, inside the Brooklyn Navy Yard

The clearest picture of what Edgewater becomes is Newlab: a venture and maker community for hard technology, housed in one rehabilitated industrial building inside a much larger working campus. It gives hardware founders three things that are hard to find alone, infrastructure to prototype, real projects to pilot, and a pathway to capital, and it sits inside a city-owned industrial yard run for jobs and belonging. That nested shape, curated maker space inside a mission-run campus, is exactly the shape Edgewater takes.

What Newlab is

Founded in 2016 by David Belt and Scott Cohen, modeled on the MIT Media Lab, inside Building 128, an 1899 Navy machine shop reborn as roughly 84,000 square feet of studios, labs, and a full fabrication shop, metal, wood, 3D printing, electronics, and CNC.

How it was built

A public landlord owned and rehabbed the shell; a private operator brought the vision and the curation. The roughly $82.8M Building 128 project drew $25M of New Markets Tax Credits alongside historic tax credits, federal, state, and city grants, and private capital. A coalition built it.

Why it compounds

Shared tools, a curated community, and real-world pilots build on each other. Newlab reports more than 300 member startups and over 1,000 members across its locations, and has opened a second hub at Michigan Central in Detroit with Ford. The model travels.

The figures we cite for Newlab and the Brooklyn Navy Yard come from those organizations and the New Markets Tax Credit Coalition. The Building 128 capital stack ($25M of New Markets Tax Credits within a roughly $82.8M project) is documented; member counts are as the organizations report them.
How These Districts Are Built

The coalition is the building block

Look closely at the world's great innovation districts and the same structure appears again and again. Four partners come together, a university, a government, an industry, and a community, and a neutral entity holds the mission so that no single party has to own it. This is the well-tested pattern often called the triple helix, with the community as a fourth strand.

Each partner brings what the others cannot: the university its research and talent, government its land and patient capital, industry its anchor demand and jobs, and the community its workforce and sense of home. The case studies that follow are the proof.

Coalitions that built districts

These places began the same way Edgewater begins: a champion convened partners, a neutral entity was formed, an anchor and a public tool arrived together, and a community was kept close. Their industries range from semiconductors to biotech to clean energy; what Edgewater borrows is their method, the way a coalition turns one building into a district, which Salem applies to its own mix of fields. The closest match to West Salem is the first one.

Cortex Innovation Community

Five anchor institutions, Washington University, BJC HealthCare, Saint Louis University, the University of Missouri-St. Louis, and the Missouri Botanical Garden, came together in 2002 after a university chancellor visited Kendall Square and brought his peers along to see it. They pooled roughly $29 million, formed a single nonprofit master developer, and paired it with Missouri's redevelopment and tax-increment financing powers to transform a brownfield into a district. The lesson for Salem is direct: a handful of anchors, modest pooled equity, one neutral nonprofit, and a public financing tool are enough to begin.

The Approach · Built to Suit

Reuse what stands, build what the market proves out

The district grows building by building. It starts by adapting West Salem's existing industrial buildings, raw high-bay structures rebuilt to suit makers, ventures, and labs, and adds purpose-built, world-class facilities as demand grows. Reusing what already stands is faster, greener, and tax-advantaged, and new construction follows the market rather than getting ahead of it. The result is a working district that can open early and scale on real traction.

Adaptive reuse is the authentic move

Newlab, Michigan Central, and Greentown Labs all began in old industrial buildings. The story is genuine and it is tax-advantaged: an industrial rehab can draw historic and New Markets tax credits, exactly as Newlab's Building 128 did. West Salem's industrial stock lets Edgewater tell the same true story, and grow new facilities beside it.

The district is the living lab

Because the workspace sits inside a new mixed-use neighborhood, founders can pilot in the wild, in streets, homes, energy, water, food, and mobility systems that real residents use. Detroit filled its first building in months once a designated testing zone opened. Edgewater offers the same: a place to deploy, not only to prototype.

What It Could Mean

An innovation district is an economic engine

The real prize is the economy it builds. A working district creates jobs and multiplies them, keeps Oregon's graduates home, draws and holds the companies that anchor a region, lowers the barrier for founders, and grows the public tax base that funds everything else. Scaled honestly from documented precedent to Salem, the numbers look like this.

Talent kept home

Oregon educates engineers, researchers, and makers at Oregon State, Willamette, and Chemeketa, then watches many leave for bigger metros. A district gives them a reason to build their careers, and their companies, here, and a reason for those who left to return.

Founders and small business

Shared fabrication, labs, and pilot space lower the cost and risk of starting up, so more local founders, makers, and food and ag entrepreneurs can take the first step, and the second, without leaving the valley to do it.

A whole-valley economy

The district connects urban innovation to the rural Willamette: ag-tech, food processing, and market access that carry the gains beyond the city, to the farmers and the workforce who already feed the region and the world.

Measuring Success

We will know it is working by what gets healthier

Most places measure progress by regional GDP, population growth, or the size of the company they recruited. Now City advisor Michael Shuman, an economist and the author of The Local Economy Solution, argues those numbers mislead, because a district can post a big headline while local incomes, ownership, and opportunity stand still. A community grows stronger when its own economy gets healthier. These are the twelve signs Shuman recommends watching, and the ones this district is built to move.
